Overview

UniHouse Jordan is the Middle East hub of UniHouse Global — a strategic advisory and implementation firm backed by the UK Government and recognised by The Daily Telegraph, with over two decades of experience delivering measurable human capital and economic development outcomes across fragile, emerging, and developed markets.

Operating from Amman, UniHouse Jordan partners with governments, international organisations, development banks, and the private sector to design and implement evidence-based solutions at the intersection of education, workforce development, digital transformation, and economic inclusion. Our work spans national policy advisory to on-the-ground programme delivery — always with a core focus on results, sustainability, and inclusive growth.

We have delivered programmes in partnership with the World Bank, JICA, UNDP, UNOPS, UNESCO, and global industry leaders including BP, Shell, PetroChina, Gazprom, and Hyundai Engineering — across Iraq, Jordan, the wider MENA region, and beyond.

Our Mission

UniHouse Jordan is exists to transform human capital potential into tangible economic outcomes — for individuals, institutions, and nations.

We do this by designing and implementing integrated, evidence-based interventions that connect education reform, technical skills development, digital workforce activation, infrastructure capacity building, and entrepreneurship support into coherent pathways from learning to livelihood.

Every programme we deliver is governed by the UniHouse Capacity Development Evaluation Framework (CDEF) — ensuring that our interventions are not measured by activities completed, but by competencies gained, incomes generated, institutions strengthened, and communities made more resilient.

We work where the need is greatest — in post-conflict environments, in communities excluded from formal economic participation, and in institutions seeking to align with international standards. And we bring to every engagement the same commitment: measurable impact, delivered with integrity, sustained beyond the programme period.

Our Core Advisory Services

Reforming Education and Assessment Systems for a Globally Competitive Workforce

We provide strategic advisory and implementation support for the reform and alignment of national K-12 and higher education systems with internationally recognised frameworks — including the British GCSE, American AP, and IB curricula. Our expertise spans curriculum design, competency-based assessment development, quality assurance frameworks, and institutional capacity building. Every intervention is designed to produce measurable improvements in learning outcomes and create tangible pathways from education to employment.

In Action: Delivering consultancy for assessment framework development, standardised procedures, and international benchmarking across three Iraqi universities — Warith University, Kut University, and Taleem Education — equipping assessment professionals, invigilators, and educators with the expertise required to uphold global assessment standards and improve institutional quality.

Digital Transformation in Education — Building Connected, Technology-Enabled Learning Institutions

We design and implement digital education infrastructure that transforms how institutions teach, assess, and manage learning. Our advisory services cover digital platform deployment, e-learning architecture, technology integration, and the capacity building required to sustain digital learning environments at institutional and national scale. We ensure that technology adoption is not just technical — it is pedagogically sound, accessible, and aligned with international digital education standards.

In Action: Under UNESCO's Avicenna programme, UniHouse delivered advisory services and digital infrastructure implementation across five public universities in Iraq — deploying a digital learning platform that enhanced academic content delivery, strengthened institutional digital capabilities, and enabled educators to adopt modern, technology-driven teaching approaches aligned with international education standards.

Reimagining TVET and Technical Workforce Development for Labour Market Demand

We design, reform, and implement Technical and Vocational Education and Training systems that respond directly to labour market demand — bridging the persistent gap between skills supply and employer need. Our approach integrates labour market intelligence, competency-based curriculum development, work-based learning, and gender-responsive programme design. All TVET interventions are governed by our proprietary Capacity Development Evaluation Framework (CDEF), ensuring standardised delivery, measurable competency outcomes, and rigorous impact assessment aligned to World Bank and IFC programme standards.

In Action: Leading the end-to-end design, implementation, and handover of a Technical and Vocational Training Centre for South Refineries Company in Basra — delivered with JGC of Japan and Hyundai Engineering under JICA funding, supporting a $2.7 billion refinery expansion. The initiative established a sustainable, nationally replicable TVET model covering civil, electrical, piping, welding, safety, and IT disciplines, achieving 94% participant satisfaction and 98% improved confidence under CDEF measurement.

Infrastructure Capacity Building and Post-Conflict Recovery

We design and deliver targeted capacity-building programmes that strengthen the technical and operational capabilities of communities, NGOs, and public sector institutions to manage, maintain, and sustain critical infrastructure. Operating in fragile and post-conflict environments, our programmes integrate hands-on field training, bilingual materials, HSSE standards, and sustainability practices — governed by CDEF to ensure measurable outcomes. We work with international organisations, development banks, and government partners to build the local technical ownership that makes infrastructure investments sustainable beyond the programme period.

In Action: Under UNOPS' Local Infrastructure in Rural Anbar project, UniHouse delivered a comprehensive capacity-building programme across Anbar and Ninewa Governorates — training 133 participants from communities, NGOs, and public sector institutions across 10 sessions covering infrastructure O&M, HSSE, solar energy systems, water treatment, and construction waste management. Delivered across Sinjar, Karma, Mosul, and Ramadi over 34 days and 204 training hours, the programme achieved 94% participant satisfaction, 98% improved confidence in technical O&M, and 39% female participation. All deliverables were met or exceeded under CDEF measurement.

Turning Digital Skills into Income — The WEE™ Framework and Ostathi

We design and deploy structured digital workforce development pathways that go beyond training to deliver verified income generation. The UniHouse Workforce and Entrepreneurship Engine (WEE™) is an eight-stage, digitally enabled implementation framework that moves beneficiaries from initial outreach through skills development, entrepreneurship activation, and professional credentialing to active participation in the global digital economy. Delivered through the Ostathi digital marketplace and governed by CDEF, WEE™ provides governments, international organisations, and development funders with a replicable, evidence-based model for workforce activation and income generation at scale.

In Action: Deployed in Jordan as a national initiative in partnership with the Ministry of Digital Economy and Entrepreneurship (MoDEE) through the Youth, Technology, and Jobs (YTJ) Project — equipping Jordanian youth, women, and Syrian refugees with the skills, credentials, and marketplace presence to earn income locally, regionally, and globally.

Strengthening MSMEs, Entrepreneurship, and Business Incubation

We support the development of micro, small, and medium enterprise ecosystems through targeted advisory, structured incubation programmes, and capacity building designed to translate entrepreneurial potential into sustainable economic activity. Our approach integrates business fundamentals, market access, financial literacy, and digital tools — creating pathways from informal income generation to formal, scalable enterprise. We work with governments, development banks, and private sector partners to design MSME frameworks that respond to local market conditions and contribute to inclusive economic growth.

In Action: Under the UNDP-Shell partnership, UniHouse delivered a market-driven microbusiness and livelihoods development programme across 21 villages in Basra Governorate — empowering 75 rural entrepreneurs, of whom 47% were women and female-headed households. Through structured market assessments, entrepreneurship training, business incubation, and post-launch mentorship, the programme achieved a 100% operational success rate, establishing 13 viable microbusinesses and creating a scalable model for CSR-driven MSME development in fragile and oil-adjacent contexts.

Financial Sector Advisory and Scholarship Programme Management

UniHouse Jordan provides complementary advisory services in financial sector modernisation and large-scale scholarship programme management — building the institutional and human capital foundations that sustain long-term economic competitiveness.

In Action: In a long-standing partnership with BP, UniHouse delivered end-to-end scholarship management for 169 scholars across 14 UK universities — supporting BSc, MSc, and PhD placements in engineering, technology, and finance disciplines, and building a structured succession pipeline for one of the world's largest oil field operations. A parallel engagement with ADIB strengthened banking workforce capacity across customer relationship management, financial services operations, and institutional readiness.
